New homeless plan slammed

Critics of the city’s new homeless subsidy program, Work Advantage, say it could result in an uptick in the number of homeless people in shelters. The plan provides almost complete rent subsidies for a year. At the same time, Work Advantage requires funding recipients to deposit 20 percent of their rent in a savings account, with those funds matched by the city.
