Plan emerges for NJ Highlands

Environmentalists say a plan to preserve and develop 850,000 acres in northwestern New Jersey is too favorable to developers. Municipalities within the Highlands would be able to seek zoning changes that would allow clustered development on restricted farmland. The plan, to be released to the public next week, takes into account transportation networks, increased monitoring of underground pollutants and puts building limitations on lake communities.
