What would be at 15 stories Tribeca’s tallest building was scaled down from about 20 after resistance from the city because of its height. But that didn’t appease hundreds of the building’s neighbors. They oppose a plan by developer Jack Parker Corporation to build the 15-story residential building in an area accustomed to much squatter developments.
