State Attorney General Eliot Spitzer, the leading Democratic candidate in this year’s governor’s race, blamed the inaction over redevelopment at the World Trade Center site on failed leadership at every level of government. Talks between government agencies, including the Port Authority, and site leaseholder Larry Silverstein broke down Tuesday night, right before a deadline for resolution imposed months ago by Gov.
