A Lower East Side bar owner is suing the State Liquor Authority over its temporary moratorium on new liquor licenses for Manhattan. The owner of Barramundi filed a suit in state Supreme Court last week claiming that if he doesn’t get a liquor license, he’ll be unable to pay off a $4.15 million mortgage. more [Sun]
