Some Stuyvesant Town and Peter Cooper Village residents are “angry and outraged” because they say landlord Tishman Speyer has been “spying” on tenants. Tishman is reportedly trying to prove that some of Stuy Town’s rent-stabilized tenants are not using their apartments as primary residences.
