Merrill Lynch is in negotiations with Vornado Realty Trust to relocate its headquarters from Downtown to a new office tower across from Madison Square Garden, according to a source. The investment bank would be the anchor tenant in Vornado’s proposed 2.5-million-square-foot building at the site of the Hotel Pennsylvania.
