The vision of a gleaming Downtown Brooklyn lined with new towers and trees was unveiled yesterday by the Downtown Brooklyn Partnership. The agency predicts $9.5 billion of growth in an urban center bounded by Tillary, Fulton and Jay Streets and Flatbush Avenue, and the Brooklyn Academy of Music area. A $15 million makeover of Flatbush Avenue will begin early next year.
