A plan to redevelop the warehouses in the Powerhouse Arts District in Jersey City’s former industrial hub, a few blocks from the Hudson River, as artist lofts has been overshadowed by a grander proposal by developer Toll Brothers City Living. The new plan would bring a “vertical city” of condos, art studios and a gallery, three residential high-rises, a 25,000-square-foot pedestrian plaza called Provost Square and a 550-seat performing arts center. But some residents oppose such a major facelift.
