Developer Bruce Ratner plans to build a Renzo Piano-designed mixed-use tower on Jay Street in Downtown Brooklyn. It could reach 1,000 feet, a higher height than the borough’s tallest building, the Williamsburgh Savings Bank, now called One Hanson Place.
