Developer plans Catskills resort

Cappelli Enterprises, which has invested about $100 million in the once prosperous Catskills town of Thompson, has announced big plans for a resort there, just after a federal government decision to not allow casino gambling in the area. Developer Louis Cappelli owns three hotels there, and has partnered with Empire Resorts to turn one of them into a billion-dollar project called Concord Entertainment City. The project, which would be 80 miles from New York City, would include golf, tennis, water sports, hiking, a horse-racing track and slot machines.
