The bad economy has reached the East End, as Hamptons business owners report slowing sales, but say that the influx of Europeans taking advantage of the weak dollar are off-setting its effects. Business owners are feeling a 5 to 10 percent decline in sales, especially smaller, expensive stores that rely on a local clientele. Some businesses, like the seafood eatery B.
