Governor David Paterson signed legislation to increase criminal and civil penalties for faulty building crane inspection. The law makes altering licensing exams a felony, and imposes fines for up to $5,000 for inspectors who falsify reports and strips them permanently of their licenses. Since March, crane accidents have killed at least nine people in New York City. The law goes into effect November 1.
