Chelsea development starts construction

Ekstein Development is starting construction on a new West Chelsea condominium and rental building at 540 West 28th Street, between Tenth and Eleventh avenues. The 13-story building will have 189 units, and prices range from $520,000 to $4.6 million. The building, designed by architect Leonard Fusco of GF55 Partners, is called +Art, and in keeping with its name, it will have a curated lobby and an “Art Yard.”
