City may have re-hired banned company

 
The city’s Housing Authority banned the Start Elevator company from bidding on projects for underpaying workers, but may have rehired the same company with a different name. The Housing Authority hired a firm called ETA New York, which has the same office address, foreman and truck as Start Elevator. ETA has only handled work for the city once before as a subcontractor for Start Elevator. Start Elevator was banned in 2006, and ETA won three contracts the following year to fix elevators for the Housing Authority, Department of Homeless Services and the NYPD.
