A 400-foot-long pier located on the East River at North Fifth Street will be given to New York City Department of Parks & Recreation for public use once developer Toll Brothers completes it, which is expected later this month. Under a 2005 rezoning of the Williamsburg waterfront, Toll Brothers must finish this project — which it will help maintain with annual payments — before it can receive permanent documentation for Northside Piers, the residential high-rises the company is building on Kent Avenue. Previous delays to the waterfront access project leaves some skeptical that it won’t be finished in October.
