Construction has started at
hotel developer Sam Chang’s site at 132 Fourth Avenue, at 13th Street. The
site has been dormant for a year, but steel recently started rising on
the property. Chang plans to build an 11-story, 162-unit hotel, designed
by architect Gene Kaufman, at the location.
