Adding insult to injury, the New York Post reported that on top of the recently reported $700 million in cost overruns at 1 World Trade Center, the underground loading dock crucial to the ability of tenants like Conde Nast to build out their space will not be finished in time for the move in.
As a result, the Port Authority of New York & New Jersey will build a temporary ground-level loading dock with five bays, instead of the 13 anticipated for the underground version, to ensure the tenants can move in by late 2014 or early 2015 as planned. The temporary dock will cost the agency tens of millions dollars, though it’s unclear whether that was already accounted for in the $700 million overrun.
Worse, the new dock will not connect to the Vehicle Security Center that the Port Authority is building to the south of the World Trade Center site because the temporary PATH station is in the way. That station can’t be dismantled until the perpetually delayed transportation hub is completed. Even then, the road to the Vehicle Security Center won’t be finished until after the foundation for the WTC’s performing arts center, at the site of the current PATH station, is poured.
As a result, the New York Police Department will also need a temporary screening center to ensure safety at the site while the tenants build out their space. [Post]
