The federal government is now soliciting input on plans for the 840-acre island. Some options include opening up the island to residences. Meanwhile, over on Long Island, although Nassau and Suffolk counties have seen year-over-year increases in home prices, there has also been an increase in homeowners who are underwater on their mortgages.
