Shortly after buying a vacant Harlem lot for $13 million, HAP Investment Management has filed plans for a 10-story apartment building with 124,000 square feet.

The planned building at 2211-2217 Third Avenue, also known as 214-216 East 121st Street, would hold 93 residential units and nearly 12,100 square feet of retail space. There will also be 77 parking spots, and no inclusionary housing component. Karl Fischer is serving as the architect.
