A report from the Lower Manhattan Construction Command Center found
that the 1,776-foot Freedom Tower at the World Trade Center site might
not be completed until 2018, more than four years later than the date
projected by the Port Authority of New York and New Jersey. The report,
by a government agency that reports to Governor David Paterson and
Mayor Michael Bloomberg, said that every major project at the World
Trade Center site is several years behind the schedule laid out by the
Port Authority. The transportation hub might also remain incomplete
until 2018, and the memorial, slated to be finished in 2011, might not
