Oceana Bal Harbour, the second U.S. development of Argentine real estate mogul and art collector Eduardo Costantini, broke ground last week, according to a spokesperson for the building.

Consultatio’s 28-story condominium tower is slated to have 240 units that start at $2 million. The sales center on site is slated to open in December; the project will be ready by 2016.

Costantini, chairman of the Nordelta gated community outside Buenos Aires and the founder of the Argentine capital’s Malba art museum, broke into the South Florida scene with Oceana Key Biscayne. — Mark Maurer
