The City of Winter Garden may waive about $409,000 of fees to induce long-sought residential development in its downtown area. At their July 14 meeting, city commissioners tabled a proposal by developer John Rinehart to build a three-story structure with 11 apartments on each of the top two floors and a commercial tenant on the bottom floor. Rinehart said the project  at 109 South Boyd Street in Winter Garden is infeasible without  the proposed fee waiver.
