Miami officials are drawing criticism for their plan to revive Virginia Key, the city’s most environmentally degraded island. Parks activists, environmentalists, rowers and boaters said the plan, now three years in the making, has too little green and too much concrete. Fort Lauderdale landscape architecture firm EDSA drew up the plan, which includes a shopping center and an aquatic center, as well as large parking garages.
