Leasing starts next week at developer Larry Silverstein's Silver Towers, New York's tallest rental project. The two 60-story towers have 1,042 market-rate rentals with prices starting at $2,300, plus more than 200 affordable apartments. Silverstein paid $20 million for the land in 1984 and got flexible zoning from the city, allowing him to build rentals, hotels, condos and ground-floor retail.
