A leading concrete testing company, Testwell Laboratories, is under investigation by Manhattan prosecutors for allegedly failing to do tests and falsifying others. The investigation found problems with the company’s tests of concrete at the new Yankee Stadium and the foundation of the Freedom Tower, among others. About a dozen independent firms, some family-owned, are responsible for three-quarters of New York City’s construction.
