A proposal by the agency intends to prevent high-density buildings from replacing two-family homes. Commercial development would also be limited in residential areas. But, in the shopping section of the neighborhood, zoning would offer incentives for commercial and mixed-use developments.

“Today, the neighborhood’s zoning does not differentiate between the residential blocks and the main streets, and development isn’t occurring in the most appropriate locations,” John Young, Queens director of the Department of City Planning told New York 1. [NY1]Mark Maurer
