Regulated apartments might see rent freeze

Some housing advocates want the city’s 1 million rent-regulated apartments to have a rent freeze this year.
According to Adrienne Holder, a member of the Rent Guidelines Board, tenants’
salaries have dropped or remained the same, and with the down economy, another
rent increase can’t be justified. Frank Ricci, a spokesperson for the landlords’ Rent
Stabilization Association, argued that property taxes are going up, so freezing
rents would be unfair. Rents for regulated units have increased every year
since the Rent Guidelines Board was established in 1969.
