A developer wants to build a 200-unit apartment and extended-stay hotel extend in Lincoln Heights.

Echo Park-based 4Site Real Estate filed plans for the project, at 181 N. Avenue 21. It will have 100 rental units, including three set aside for extremely low-income renters; and 100 long-term hotel rooms. The 114,000-square-foot would include 4,700 square feet of commercial space.

Run by Todd Wexman, 4Site has developed multifamily properties, condominiums, and single-family homes, mostly in the Echo Park-Westlake-Silver Lake area. It is developing a 54-unit project in Westlake at 1246 West Court Street. It’s also building a 45-unit project in the neighborhood.

The latest project would rise on a multi-parcel property, now mostly consisting of single-family homes. The properties were assembled by a different owner in the late 1990s and early 2000s. Nearby, Lincoln Property Company is developing a large mixed-use commercial project with a public market, creative office space, and recreational space.
