The Florida House passed a tax-cut plan that would cap property taxes for all homeowners at 1.35 percent of taxable value, cutting tax bills by an average of more than 30 percent in Broward and Palm Beach counties. However analysts say the bill, which was voted down party lines in the House, is unlikely to pass in the state Senate.
