Companies that supply half the cement and a quarter of the limestone used in Florida construction projects have won a round in their prolonged legal battle over mining operations in Miami-Dade County. A federal appeals court has vacated two previous rulings that had crippled mining operations. The Sierra Club has been challenging the procedures under which federal authorities allowed mining in the Lake Belt, an area near water wells that serve Miami.
