Vice President Joe Biden visited Miami last week on a tour of cities that will benefit from federal bailout programs. While the most recent form of federal stimulus will principally benefit law enforcement, the $6.3 million that will go to county and city law enforcement will also help stabilize local government and provide a measure of security in an area that has suffered from plunging home values, high unemployment and lower property tax revenues.
