Johnny Martinez, director of Miami-Dade County’s Office of Capital Improvements, wants to put the region’s construction industry back to work. His office has started an expedited program to funnel building projects through the county’s stimulus plan. He calls it “concept to concrete,” and his office had a $500 million fund to draw on when it was created last summer. The funding was expanded until July 2011.
