HOAs toughen on delinquent homeowners

With the help of a new law that allows them to ban delinquent homeowners
from community common areas, homeowner associations are stepping up
their tactics. The argument is that homeowners who don’t pay for
maintenance of facilities — like pools, clubhouses and tennis courts — shouldn’t be able to use them. “We are beyond the days when you tar and
feather people, and I don’t think we can put a scarlet letter on
someone,” said attorney Gary Poliakoff. “These are some harsh measures,
but they are causing the owner to reflect on the fact that they are
forcing others to pick up the burden of maintaining the community.” [Palm
