A zoning-based proposal to drive investment on Palm Beach’s Royal
Poinciana Way has been approved by Palm Beach’s Planning and Zoning
Commission, though it still needs approval from the Town Council to
become law. “The whole intent is to reinvigorate the entire area,” said
Paul Castro, zoning administrator for the town. The plan was proposed by
the Testa
family
, which has looked to convert its restaurant property, along
with several adjacent ones, into a new set of spaces, including one with
underground parking. [Palm
