Harbor Landings mixed-use multifamily, hotel and retail project near Seminole Hard Rock advances

Eric Metz and Louis Birdman plan 275 apartments, 230 hotel rooms and retail where Hollywood borders Dania Beach

Developers Eric Metz and Louis Birdman advanced their plan to build Harbor Landings, with apartments, hotel rooms, and retail space on a site that touches both Hollywood and Dania Beach near the Seminole Hard Rock Hotel & Casino.

The Dania Beach commission on Tuesday approved the multifamily portion of Harbor Landings. The eight-story, 275-unit apartment complex will have 41 units, or 15 percent of the total, designated as rent-controlled affordable housing.

The apartments would be just south of the C-11/South New River Canal, where the development would provide transient mooring for boaters.

Commissioners unanimously approved a site plan for the apartment project and a rezoning of the development site, 4695 Southwest 45th Terrace, which is now a mobile home park. Commissioners also approved a land use change for the site, which is pending county and state reviews.

Metz and Birdman also plan to build an adjacent 230-room hotel and 8,500 square feet of retail space on the Hollywood side of the 5.5-acre Harbor Landings development site, at 4500 South State Road 7, which is now mostly a surface parking lot.

Metz said via text that the city of Hollywood is expected to vote this summer on the hotel and retail components of Harbor Landings.

The developers have made two presentations to Hollywood’s Technical Review Committee since applying for site plan approval in July. They are not requesting a rezoning, variance, or land use change for the hotel and retail space.

Metz said that he and Birdman are partners in the project, and Robert Zinzell is the owner’s representative and project broker. Andy Bardar of Pembroke Pines owns the 5.5-acre development site through CCI Properties 1, LLC.

Metz said each phase of Harbor Landings would take two years to complete, and a ground-breaking would be scheduled later this year.

Just south of the Harbor Landings site, another mixed-use development is unfolding at the northeast corner of State Road 7 and Griffin Road. Companies led by Lon Tabatchnick and Donny Cohen are developing 441 Roc, a mix of 180 apartments and commercial components, including a convenience store and a fast-food restaurant.

A bit farther south of the Harbor Landings site is the Seminole Hard Rock Hotel & Casino and its iconic, guitar-shaped hotel tower, which opened in 2019.
