BFC Partners is a real estate developer founded in 1985 by Donald Capoccia, Joseph Ferrara, and Brandon Baron. The firm has since completed more than $1 billion in development projects, including the Empire Outlets in Staten Island and the Harbor Commons retail and hotel complex next to the Richmond County stadium in Staten Island. BFC also has targeted redevelopment projects, such as the Bedford-Union armory in Crown Heights, which the firm in 2015 announced plans to convert into private townhomes and affordable housing. BFC has also partnered with firms such as L&M Development Partners to buy up stakes in affordable housing projects around the city. BFC has been targeted by tenants over the years with allegations of shoddy construction. In 2006, the firm settled with Attorney General Eliot Spitzer to fix water damage and structural defects in a Harlem building, and three years later BFC was in court defending itself against a lawsuit by condo owners in Williamsburg who alleged defective design.
