New York Community Bank is a major lender for multi-family projects and acquisitions in New York City, and underwrites many mortgages for those same properties. Most of these properties, too, are rent-regulated in some way, meaning that New York Community Bank works the lower- and moderate-income ends of the citys rental market, not the luxury one.

The bank is itself a subsidiary of New York Community Bancorp, the Queens outfit founded in 1859. Its brands include Queens County Savings Bank, Roosevelt Savings Bank and Richmond County Savings Bank. There are some 242 New York Community Bank branches in five states.

New York Community Bank became involved in multi-family financing in the city about 40 years ago. It produced $32 billion in loans from 1993 to 2011 alone. Its work in the field has not been without controversy, given the debt foreclosures it has executed at times.
