Developer Larry Silverstein is working on an 80-story tower, slated to be completed by early 2018, across Greenwich Street from the site of the original Twin Towers. The 2.3-million-square-foot building was designed by Pritzker Prize-winning architect Richard Rogers. Media company GroupM agreed in December 2013 to take about 550,000 square feet.

Construction stalled as the Port Authority delayed a decision on a $1.2 billion subsidy for the project, but was resumed in late 2014 after the organization released funding from insurance proceeds. In late October of that year, Silverstein sold $1.6 billion in tax-exempt bonds, the biggest-ever deal for unrated debt, to help finance the project. ¾-NE
