Moinian, Witkoff square off for Javits hotel

A competition has broken out between developers Joseph Moinian and Steven Witkoff over who gets to build a hotel across 11th Avenue from the soon-to-be expanded Jacob K. Javits Center — and who gets at least some of the $150 million in state funds set aside for it.
