Silverstein taking no risk at WTC site, city says

An analysis by the city reportedly shows that developer Larry Silverstein no longer has any of his money at risk in the rebuilding of Ground Zero. The analysis asserts that Silverstein used insurance money to repay himself and his lenders for their entire original investment in the rebuilding effort.
