Fresh proposal expected on Ground Zero

Talks over the future of the World Trade Center site are expected to start up again sometime this week. The Port Authority on Friday rejected the latest offer from Larry Silverstein, the site’s leaseholder, and will reportedly this week give Silverstein its own proposal.
