Complex owner talks up rent-deregulation

Any new owner of Peter Cooper Village or Stuyvesant Town would have to wait many years before most of the complexes were no longer rent-regulated. By 2018, the percentage of stabilized apartments could drop to less than 30 percent from more than 70 percent now.
