Gov. Eliot Spitzer has told aides he wants Brooklyn’s Starrett City to remain an affordable housing complex after it is sold. The owners of the 5,881-apartment complex hope to sell it for more than $1 billion, and tenants and local politicians are concerned that a new owner will hike rents and drop out of the state’s Mitchell-Lama program.
