Can MTA pay for 2nd Ave. subway?

With the groundbreaking for the Second Avenue subway expected in a few weeks, Deputy Mayor Daniel Doctoroff has raised concerns about how the Metropolitan Transportation Authority will fund the project. “It will be the third groundbreaking for the same project. It sounds like the Freedom Tower,” Doctoroff said at the New York Metropolitan Transportation Council’s annual meeting yesterday.
