On Thursday, Gov. Spitzer and other officials will preside over what is at least the fourth groundbreaking for the long-promised, never-realized Second Avenue subway. Plans for the line moved forward and were then abandoned in the ’20s, ’50s and ’70s. “There used to be a saying in New York, ‘I should live so long,'” said William J. Ronan, the first chairman of the Metropolitan Transportation Authority, who presided over one of the line’s groundbreakings in 1972.
