Albany may dump garbage plan

The state Assembly may nix the Bloomberg administration’s comprehensive waste management proposal for the city because one aspect of the plan involves the construction of a recycling station in the West Village. Some Assembly members say the chosen location is ill-conceived and impractical. “My position is that particular location is an illegal location,” said Assemblywoman Deborah J.
