HPD torpedoes Harlem hotel plan

The Department of Housing Preservation and Development said that a developer would be barred from carrying out plans to build a hotel-condo-retail complex on city-owned land in East Harlem. Benito Fernandez was going to build a project called Avant Caribe between 111th and 112th streets and Madison and Park avenues, but HPD said Fernandez has “failed to provide a viable proposal to develop the site” and that the agency would open up a competitive bidding process for the land later this year. more [NYDN]
