O’Connor Capital plans to resubmit its plans for a CUNY dorm and mixed-use building on Fifth Street in Long Island City, after getting rejected by a community board committee in November. The proposal calls for a 13-story, 169-unit residential building, ground-floor retail and 220-unit grad-student dorm to be built next to Rockrose’s East Coast 2 tower. The plans will now offer space to the Queens Council on the Arts. Council Member Tony Avella remains opposed to the proposal.
