The City Council and developer Sheldon Solow
are battling over his proposal for six residential towers with about
4,000 apartments and one office tower along the East River near the
United Nations. Today’s vote by the council’s Zoning and Franchises
Committee, headed by Tony Avella, was cancelled. “It’s too big in its
present form,” Avella said of the 6.2 million-square-foot plan. Still
unresolved are the buildings’ heights, the commercial building’s use and
the design of open space.
